FUNCTIONS AND DUTIES OF THE REGISTRAR
- He shall conduct official correspondence of the University on all academic matters except those being dealt with by the Deans of Faculties
- He shall act as Secretary to the Senate/Syndicate/Academic Council and Boards of Faculties and such other Bodies as may be determined by the Bodies concerned.
- He shall under orders of the Syndicate affix the common seal to Statutes, Regulations, Degrees, Certificates and other documents to which such a common seal is required to be affixed
- Subject to the general supervision of the Deans of the Faculties, he shall arrange publication of the syllabi & courses of reading.
- He shall publish the University Calendar and shall be responsible for keeping it up to date.
- Subject to the general control of the Vice-Chancellor, he shall be the Incharge of Academic and Regulations Branches.
- Subject to the general control of the Vice-Chancellor, he shall be responsible for framing of Statutes, Regulations and Rules on all academic matters which by the Act are prescribed or regulated by Statutes, Regulations & Rules.
- He shall be responsible for getting all the draft Statutes, Regulations and Rules approved by the Competent Authorities.
- Subject to the general control of the Vice-Chancellor, he shall deal with the cases regarding affiliation and disaffiliation of educational institutions and related matters.
- Subject to the general control of the Vice-Chancellor, he shall deal with cases regarding admission of educational institutions to the privileges of the University and the withdrawal of such privileges.
- Subject to the general control of the Vice-Chancellor, he shall act as University Resident Officer and in his capacity as such he shall be responsible in exercising vigilance and provide regularly the Vice-Chancellor with adequate information on matters likely to disturb academic atmosphere in the University and all other related matters assigned to him from time to time.
- He shall grant casual leave to the officers working under him.
- He shall grant all kinds of leave except leave ex-Pakistan/Study leave to 'B' & 'C' class employees working under him.
- He shall sanction journey performed in the interest of the University and countersign T.A. bill of the staff working under him.
- He shall perform such other duties as may be assigned to him from time to time by the Syndicate or the Vice-Chancellor.
FUNCTIONS AND DUTIES OF THE TREASURER
- He shall conduct official correspondence of the University on all financial matters
- He shall act as the Secretary of the Finance and Planning Committee.
- Subject to the control of the Vice-Chancellor, he shall be responsible to ensure that the funds of the University are spent for the purposes for which they are granted or allotted and. for this purpose he shall arrange such check of stocks, records and stores as may be necessary.
- He shall have the authority of signing contracts assigned to him from time to time which have the approval of the competent authority.
- He shall be Incharge of Store Purchase Organization of the University.
- Subject to the control of the Vice-Chancellor, he shall be responsible for the framing of the Statutes on matters provided in Section 29(l)(a) of the Act and Regulations on matters provided in section 30 (I) (f), (b) and on all other financial matters which by the Act are to be prescribed or regulated by Statutes or Regulations.
- He shall be responsible to provide regularly to the Vice-Chancellor/Senate/ Syndicate/Finance & Planning Committee with adequate information on all financial matters and bring to the notice of the Vice-Chancellor any infringement of the University Act on financial matters and to ensure that the decisions of the Syndicate, the Vice-Chancellor and various other authorities communicated to him are given effect to.
- He shall grant casual leave to the officers working under him.
- He shall grant all kinds of leave except study leave/ leave ex-Pakistan to 'B' & 'C' Class employees working under him.
- He shall sanction journey performed in the interest of University work and countersign T.A. bills of the staff working under him.
- He shall sanction refund of examination fees, tuition fee, security deposit according to the rules.
- He shall sign the cheques upto the limit of Rs.50007- or as revised in individual cases.
- Treasurer and one of the Deans of Faculties shall jointly sign the cheque beyond the limit of Rs.5000/- or as revised.
- He shall perform such other duties as may be assigned to him by the Syndicate or the Vice-Chancellor or any other competent authority.
FUNCTIONS AND DUTIES OF THE CONTROLLER OF EXAMINATIONS
- He shall conduct official correspondence of the University on all matters pertaining to the Examinations.
- He shall act as the Secretary of the Unfair Means Committee.
- Subject to the control of the Vice-Chancellor, he shall conduct the examinations of the University.
- Subject to the control of the Vice-Chancellor, he shall responsible for framing the Regulations relating to examinations which by the Act are to be prescribed or regulated by Regulations.
- He shall be responsible to provide regularly the Vice-Chancellor with adequate information on all examination matters and to bring to the notice of the Vice-Chancellor any infringement of the Regulations pertaining to the examination and ensure that the decision of the Syndicate, Vice-Chancellor and other competent authority communicated to him are given effect.
- He shall issue the detailed marks certificate, total marks certificates, provisional certificates, transcripts and degree to the candidates, except the provisional certificate of passing the final examination which shall be issued by the Dean of the Faculty concerned.
- He shall be responsible to maintain secrecy in the printing of question papers, tabulation of the examination sheets.
- He shall grant casual leave to the officers working under him.
- He shall grant all kinds of leave except study leave/leave ex-Pakistan to 'B' and 'C' class employees working under him.
- To sanction conveyance charges performed in the interest of the University.
- To sanction remuneration charges and to countersign the T.A., D.A. bills of the Examiners.
- To sanction journey performed in the interest of the University work and countersign T.A bill of the staff working under him.
- To prepare annual report/reports on the conduct of Examinations.
- To perform such other duties as may be assigned to him by the Vice-Chancellor from time to time.
FUNCTIONS AND DUTIES OF THE Planning & Development
UET Lahore, on receiving its Charter in the Year 1961, set up the Directorate of Planning and Development for improvement and development of existing Infrastructure at the premises.
This Directorate performs various functions e.g. planning of Development Schemes of the University and arranging of funds for the execution to strengthen and promote developmental activities and human resource development at various departments of UET. For the realization of above objectives this Directorate has prepared various development schemes and arranged funds amounting to Rs.10172.380 M for the execution of thirty three development schemes of UET from Higher Education Commission/Govt. of the Pakistan and Govt. of Punjab during the Years from 2000 to 2010. This Directorate has played a vital role in acquisition of land for setting up three Satellite Campuses of UET Lahore where classes are now functioning in full swing.
FUNCTIONS AND DUTIES OF THE Placement Bureau
One of the important functions of the Placement Bureau is to search and develop contacts with the industry and R&D institutes in public and private sectors of the country in order to identify prospective employers, jobs, scholarships and internship training for UET students
UET Placement Bureau acts as a bridge between UET graduates and employers and donor agencies for scholarships, financial assistance, loans etc. The Bureau is committed to provide friendly and efficient services to UET students, graduates, employers and scholarship donor agencies. It provides information to the students with the recent jobs and scholarships available by displaying the information on the UET notice board frequently. Students get to know the different areas where they can grow as engineers and enhance their natural and technical skill which they developed during their stay as students in the University. It frequently arranges visits of the Prospective employers and their discussions with faculty members and students of relevant departments regarding the emerging need and training of the students in the same direction. The Placement Bureau facilitates various organizations in the process of pre-selection of students who are about to complete their studies by arranging tests and interviews of prospecting candidates for placement in the industry. As a result, the Placement Bureau maintains a mailing list of major companies employing engineers who are constantly informed about the graduating classes at proper time.
FINANCIAL ASSISTANCE FOR STUDENTS
The Placement Bureau looks after Needy Scholarships and Financial Assistance programme of the University for deserving students. These Scholarships are awarded by either government agencies or other sources both from local and international donors.

Building and Works Section
Building and works Directorate of University of Engineering and Technology Lahore comprises of Engineering Section, Drawing and Design Section and Maintenance Section headed by Project Director. It is responsible for preparation of drawings/ designs, estimation of different development works, their tendering and execution under the guidance and supervision of the Project Director. The Project Directorate has successfully executed, completed the buildings of the development Projects like Central Lecture Theatre, Auditorium Convocation Hall Complex and various new departments. This Directorate has been providing 24 hours utility services like un- interrupted water supply, gas supply and Power Supply to all the teaching departments, Administration Block and Students Hostels and Staff Residences at the Campus
Senior Wardon Office
The Senior Warden's Office is housed in the Administration Block. The University has ample provisions for hostel accommodation. It has fourteen halls of residence for boys with accommodation for about 2800 students. The three halls (Al-Zohra, Khadeeja and Ayesha) are for girls students having accommodation of 450 students.
The Halls reflect history of the institution through variations in the architectural styles over the last three quarter of a century. Some of the halls are of the preindependence period, inherited from the former Maclagan College of Engineering whereas others are built over a period of half a century since the time of the institution received the Charter as a University in 1961.
For the overall management, all halls are supervised by the Senior Warden along with a male and female warden. However, each hall is looked after directly by a Resident Tutor. Many aspects of the line on halls are managed by the students themselves such as the boarding arrangements. The Halls are provided with common rooms, mess, study room, canteens, prayer room, Internet and other common utilites.
The students are required to abide by the rules and regulation governing residence in the University halls and are encouraged to develop community life
conducive to healthy growth of the social aspect of their personalities.

The primary function of the directorate is to organize extra-curricular activities of the students and to foster their intellectual, literary and artistic potentialities, which remain untapped in the classroomm. It functions normally through a large number of clubs and societies, each devoted to some sport or cultural and artistic activity. The students join these clubs and societies according to their inclinations and aptitudes. Another function of the directorate is to main liaison with a wide cross-section of students and to be responsive to their needs and problems. The Directorate also works to promote amongst students respect for dignified and disciplined behaviour, which behoves a University student and a prospective member of the honoured community of engineers, architects, planners and scientists.

Functions and duties of HEC Focal Person’s Office
HEC Focal Person Prof. Dr. Akhlaq Ahmad Malik
With the aim to achieve and maintain high quality research standards, UET has established HEC Focal Person’s Office, as per guide lines of HEC, Islamabad. HEC focal person’s office acts as a bridge between HEC, Islamabad and university administration/ faculties/ d epartments. The office as an essential component of UET management is dedicated to the implementation of research related quality assurance policies of HEC and monitoring the research work to ensure that the quality standards in postgraduate theses and publications written by UET students and faculty members are well-met. The office is responsible to carry out tasks assigned by the Vice Chancellor such as Five Years Business Plan and annual Standardizing Report required by the HEC.
As per guide lines of HEC, it is mandatory for students and faculty members to get their theses checked by turnitin through HEC focal person’s office before its approval by the postgraduate research committee/examiners.
HEC Focal person’s office is responsible for administering the PhD/ M.Sc/M.Phil scholars funded by HEC. The office keeps the record of the funding received from HEC for PhD/M.Sc scholars. The progress report of the post graduate scholars funded by HEC is regularly sent to HEC through the Focal Person’s office. In addition scholarships like HEC need based scholarships, HEC-US need cum merit scholarships etc. are administered by HEC focal person’s office with the assistance of the FA & CS office and scholarship committee consisting of senior university professors constituted by the Vice Chancellor.
The office is also responsible for submitting the data related to the university and its campuses to HEC and Quacquarelli Symonds for HEC and QS world university/Asian university ranking respectively.
FUNCTIONS AND DUTIES OF THE PUBLIC RELATIONS OFFICE
- The main function of the Public Relations Office is to provide comprehensive useful information of the university and information regarding the university’s programmes and Continuing Professional Development activities to the print as well electronic media.
- To publish “Varsity News” on quarterly basis. “Varsity News” is the official organ of the university and being published on regular quarterly basis. It has been playing a proactive role in updating its readers on the International Conferences, Workshops, Exhibitions, Seminars, Declamation Contests, Convocation, Annual Drama, Annual Sports and National Mushaira.
- To deal with official correspondence with the Director General Public Relations Punjab, Lahore.
- To sign all billing works of the Director General Public Relations Punjab, Lahore.
- To deal with PPRA Rules and Regulations.
- To provide Protocol of delegations and all important functions of UET and its campuses.
- To prepare Computerized ID Cards of all Faculty Members, Employees and Students.
- To prepare Lahore Transport Company (LTC) card of all the students.
- To illuminate the important places of university on important days like Pakistan Day Function and Eid Millad un Nabi etc.
- To prepare up-dated Telephone Directory of the UET.

The University provides ample facilities to the students for participation in games and sports, both outdoors and indoors. Facilities are provided for all the major sports including cricket, Hockey, foot Ball, tennis, badminton, basketball, squash table Tennis, Body Building and athletics. A series of inter faculty and inter hostel tournaments are held to provide participation to the maximum number of students are encouraged to take part in the inter-universities tournaments under shed of Higher Education Commssion.
The sports complex is a commanding feature of the campus landscape and has, amongst other things, an Olympic-size swimming pool, tennis and squash courts Gymnasium and an impressive stadium.

The University is concerned not only with imparting knowledge and skills but also with the overall development of the students. The aim is to produce young engineers who have stable and harmonious personalities, and are well-adjusted with their surroundings. The Bureau assists in the realization of these objectives. It offers counseling services to students who may have any psycho-social problems or face any difficulty in coping with their academic roles and responsibilities. To play its role effectively, the Bureau endeavors to maintain students' physical, psychological and personal data. Such data helps the counsellors in making their services more useful and effective.

The directorate has the following responsibilities:
- To organize undergraduate teaching in different departments of the University.
- To monitor the progress of the teaching during the academic session and to prepare comprehensive report for administration.
- To function as a liaison office between the departments for the smooth conduct of the courses.
- To coordinate academic activities of departments and to ensure the in time completion of courses by respective departments.
- To provide facilities to the students through their class representatives to solve their personal problems.
National Library of Engineering Sciences
The central Library of the University has the honor of having been chosen by the Higher Education Commission to serve as the primary resource center for engineering and technical education in Pakistan. As such, it has significantly improved its book holding and it is going through an ambitious program of computerization of its services and operation. Housed in a dedicated three-storey structure, the Library offers peaceful, air-conditioned atmosphere for its members. It is a lending library, and most of its holdings are available to members on loan. The Library holdings can be browsed through an Internet based fully searchable catalogue.
Hardcopy Resources
The Library houses more than 1,10,000 (Including Book Bank), over 22,000 volumes of bound serials, and roughly 600 scattered issues of scientific and technical serials. The balance of these library holdings is somewhat tilted towards engineering and technical subjects. However, there is a reasonable amount of reading material on Humanities, Basic Sciences, Social Sciences and Islamic Studies as well, and as a matter of policy the Library is committed to improve the diversity of its holdings.
Internet and Computing Facilities
As the primary resource center of a technical university, the library is also committed to provide access to electronic media and Internet to its members. At present, the library offers over 60 computers with highspeed dedicated Internet access for use of its members. These computers also provide a dedicated link to HEC Digital Library, Ebrary, McGraw Hill Digital Engineering Library, etc. that provides access to over 18000 e-journals spanning all fields of academic endeavor. There are also active plans to develop Soft- Library to support ongoing research within UET.
Other Facilities
The Library also has dedicated facilities to support scholarly activities within its premises. These include a well-equipped Seminar Hall, Refreshment Room, Conference Room and necessary support services. Other library services include subsidized Scanning, Printing, Photocopying and Binding. The library also operates a Book Bank which lends textbooks to students for a complete academic session on nominal rent.
Current Projects
The Library is in a process of integration with various departmental Libraries on the Lahore Campus. This shall result in a Library System where all Library resources on the campus shall be accessible to all members in a seamless way. Later on Libraries of the UET Campuses shall also be included in this system. Other development project include an RFID based automated and secure Library Management System which is being carried on by KICS.

Software Engineering Center

Software Engineering Center was inaugurated on 17 May 1999, by the then Prime Minister of Islamic Republic of Pakistan, as Information Technology (I.T.) Center. Later on it was renamed as Software Engineering Center. It houses four computer laboratories equipped with more than 200 computers, each of which is connected to Internet via high bandwidth medium. Only one laboratory hosts licensed Windows Operating system and the remaining host Open Source Linux operating system. It also houses an Electronics Laboratory.
It is primarily used for conducting BSc laboratories, postgraduate classes and postgraduate research. Currently following research groups are operating in its premises each headed by a senior faculty member:
- Bio-Informatics Research Group
- Information Retrieval Research Group
- Semantic Web Engineering Research Group
- Machine Learning Research Group
- Data Mining and Data Warehousing Research Group
- Wireless Sensor Networks Research Group
- Image and Speech Processing Group
Besides faculty offices, it also houses a Seminar Hall with a seating capacity of 185 and a Lecture theater with a seating capacity of 100. All workshops, seminars, exhibitions and competitions are arranged in this Center.
Advisory Services for Foreign Students

The University had established Advisory Services for Foreign Students in addition to the Directorate of Students Affairs. There are Foreign Students from more than 15 countries. The Advisor's Role is to provide them guidance in their academic matters and also organize Sociocultural functions at important occasions with help of the students. These functions include celebration of the Independence Day of Pakistan, Eidul- Fitr and Eid-ul- Dhoha etc. The students can also organize celebrations of the National festivals etc of their own countries with permission of the university authorities through the Advisor.

The Proctorial Board has been functioning for the last many years. The Proctorial Board comprises of a Chairman as well as about 16 Teacher Proctors selected from the teachersofvarious departments/disciplines of the University. The Proctorial Board believes to implement the merit based culture in the university, the vision of the Vice Chancellor, so the most essential part of the Board is Students' Class Representatives (CRs.) and Students' Proctors and they are the first and second position holders in their previous Examinations respectively in each section/class. After declaration of the result of every examination of the university new Crs and Student Proctors are notified. Thus a healthy academic competition continues among the students. They are from each section/class of every discipline of the University.
The role of the Proctorial Board includes:
a) To provide assistance to students in the enhancement their academic and extracurricular activities.
b) To maintain the discipline at the campus and provision of academic guidance to the students.
c) To conduct the seminars and workshops in order to improve the soft skills of the students.

A large fleet of buses is maintained by the University. Transport facility is provided to day-scholars as well as hostel students against nominal charges. The buses for day-scholars ply on different routes within the Lahore Municipal Corporation limits. The details of different pick and drop points are available with the Transport Section (Phone No: 9029466) Evening shopping routes are arranged for hostel students.

This Section is located on the ground floor of the administration Block it deals with all matters relating to admission at undergraduate and postgraduate levels. Registration of new students, issuance of provisional certificates, verification of documents, preparation of faculty cards and issuance of No Objection Certificates is also dealt with at this section.

Chief Medical Officer
The University provides medical cover to its employees and students under the supervision of a health Committee. On the request of a Resident Tutor, the Doctor may visit a patient in hostel if he is unable to move from bed.
The students are supposed to cooperate with the medical officer in maintaining record of their illnesses to enable him to issue medical certificates, when needed. The day-scholars can have their medical certificates countersigned from the University Medical Officer if they are treated by an outside registered medical practitioner. Medicines, however, are not issued from the clinic on prescription of an outside medical practitioner.

The University Day Care Centre has been established recently by the Worthy Vice Chancellor. The major objective of the day care centre is to facilitate the female teachers and officers of the university. The kids of teachers and officers of the university are enrolled at the day care centre and looked after by the educated staff of the day care centre in future the classes of Montessori at the university day care centre will be started.
The day care centre is being administrator by a committee consists of teachers and officers of the university under the Convener. The day care centre also provides a good opportunity for doing the social service.
